The 9.30.22 Meeting of the BOS covered two significant matters.  The board approved the revised 2022/2023 budget and worked with our consultant to move the county’s strategic planning process forward.

Final Budget Hearing

  • This updated budget reflected a total of approximately $139,800,000
  • This version of the budget reflects reduced revenues and expenses related to the Cannabis Department
  • Ed Prestley, Interim Deputy Director of Planning presented details regarding the changes made since the last meeting.  Ed noted that we will need to streamline and update processes as we move forward.  Among the changes highlighted during the presentation was the defunding of four unfilled positions and plans to accelerate the use of grant funding.

Strategic Plan

  • The strategic planning consultant presented an updated view of the strategic plan and the proposed process for moving forward.  You can learn more and review materials with this link.
  • This process began over two years ago and was then put on hold.  The most recent effort involved the consultant, CAO, and working groups involving members of staff and the BOS.  They developed plans to implement the priorities that had previously been prioritized by the board.
  • First Tier Deliverables these items all received 4-5 votes by the board.  These key deliverables include:
    • General Plan
    • Economic Development Team
    • CEQA Compliance
    • Good Neighbor Authority
  • Second Tier Deliverables – these items received fewer votes by the board but did make it onto the prioritized list of key deliverables for the county.
    • Broadband & Communication
    • Code Enforcement
    • Public Outreach
    • Revenues from Short-Term Rentals
    • Natural Resources
    • Communications between BOS and Department Heads
    • Fee Study
    • Increase Collections of Outstanding Accounts
  • Foundation for Plan Implementation – the consultant outlined the foundation for moving forward.  This included:
    • Clarity of roles and a strong partnership between the BOS, CAO, and Staff.
    • Agreement around outcomes and priorities for the planning cycle.
    • Systems and tools in place to manage plan implementation.
  • County Leadership Partnership – the consultant clarified the roles that each party plays in this process.

  • Components of Plan Implementation – the following steps will be followed and repeated over time to ensure that this plan remains relevant:

    • Assignment/Delegation
    • Monitoring, Measuring
    • Reporting
    • Plan Update
  • Implementation Process – the consultant introduced the process that we will follow to implement the plan.  This included worksheets that will be used to provide structure and focus to the process.  He also:
    • Demonstrated how the process and worksheets would be used;
    • Discussed the need to remain fluid to address opportunities;
    • Discussed the timing of updating plans so that they can help drive/influence financial planning during the budget development/approval process.
  • Next Steps – the following steps were outlined for moving forward:
    • Fine Tune/Finalize the Implementation Process – a workgroup (made up of representatives from Staff and the BOS) will finalize the draft of the implementation system
    • BOS Approval – the BOS will meet again to review/approve the Strategic Plan and the Implementation System
    • Implementation and Adjustment – the CAO will lead the implementation of the approved plan.
