This meeting included three presentations – one from CSAC’s (California State Association of Counties) COO, our Office of Emergency Services honoring Larry Winter, and our Probation Department. One item from the Consent Calendar was pulled for discussion. Under County Matters, the board considered a Cannabis Cultivation Opt-Out application within Lewiston.

PRESENTATIONS

1. Clerk of the Board – California State Association of Counties (CSAC) COO, Paul Danczyk, presents CSAC Institute for Excellence in County Government Executive Credentials to four Trinity County staff members who recently completed the leadership program.

  • CSAC COO Paul Danczyk – shared information regarding the program that these four leaders completed (includes 50 hours of instruction) and presented the certificates to:

2. Health and Human Services – Office of Emergency Services – Adopt a proclamation honoring Larry Winter for his service to the people of Hyampom and Trinity County.

    • Amelia Fleitz – Shared highlights from her collaboration with Larry Winter.
    • The Board approved this proclamation was presented to Larry’s wife and sons.

3. Probation – Adopt a proclamation of appreciation that recognizes July 21-27, 2024 Probation Supervision Week.

    • Ruby Fierro | Chief Probation Officer – shared information regarding the breadth of work handled by members of the Probation Team.
    • The board approved this proclamation and presented to Ruby Fierro.
PUBLIC COMMENT
  • Disaster Containers – located two 40’ containers in Ruth & Sawyer. These are fully stocked, insulated and climate-controlled. The Community Center in Hyampom will also be stocked to serve that area. They are hoping to set up two more containers next year. Supervisors are encouraged to work within their communities to identify locations in which supplies can be stored. The cost of stocking an existing location is $6,000 vs $58,000 when a climate-controlled container is required.
  • Elections – Dr. Franks is returning to Trinity County to share information from his work in this arena. Saturday, July 27th – 6:00 PM to 8:30 PM at Tangle Blue. For more information call 530-784-7289
  • Park Equipment Damage – intense winds destroyed equipment at the park yesterday. Staff were recognized for their quick and professional action to ensure the safety of everyone at the park during this incident. Donations will be accepted to replace damaged equipment.

2. Report from County Administrative Officer | Trent Tuthill

    • Solid Waste – awarded $198,000 grant. Will be used for clean up of illegal cannabis sites.
    • PIO (Public Information Officer) – onboard and working with leaders regarding priorities for communication and engagement.
      • Fall – Behavioral Health and Health & Human Services will have a lot to communicate related to the launch of new programs.
    • General Plan
      • General Plan work continues
      • Community Plan Vision Statements Surveys – active online until 8.2.2024
      • Draft of General Plan on schedule for release soon.
      • 8.22.2024 – General Plan Joint Session of the Board & Planning Commission
      • Budget – $8.4 million more requested by department heads than will be possible to fund.

3. Reports from Members of the Board of Supervisors

  • District 1 | Ric Leutwyler
    • No out-of-county travel.
    • Revitalization – met with local community and business leaders to discuss opportunities to support revitalization in Trinity County.
    • CA Jobs First – The advisory committee finalized plans for the selection of projects for funding. Worked with licensed cannabis operators to finalize a proposal for funding of a Cannabis Operations Center.
    • Disaster Council – missed the meeting on July 9th due to vacation.
    • PSA2 Agency for Aging – the executive board met yesterday.
    • Hmong Celebration Ceremony – attended the event organized to honor Supervisor Gogan and Supervisor-Elect Brownfield.
  • District 2 | Jill Cox
    • U.S. Forest Service – in Redding for meeting with U.S.F.S Supervisor Birkey
      • The public was encouraged to share items of interest/concern for her to bring to the meeting.
      • Key Learnings
        • Local entities want to do more work and want more of the work done by local organizations, etc.
        • Shared encouragement for increased parking
    • PSA2 Area Agency for Aging – meeting yesterday.
    • Governors Wildfire Resiliency Task Force – shared highlights from recent meeting.
    • CalTrans Crosswalk Safety – proposed project at 299/3 – work continues
    • Weaverville Garden Club – shared photos and recognized the hard work to beautify our community.
  • District 3 | Liam Gogan
    • No out-of-county travel
    • Hayfork General Plan Meeting coming soon
    • County Fair – auction results were good
    • Hmong Celebration in Hayfork
    • Town Hall Meeting on the 29th at 6 PM
  • District 4 | Heidi Carpenter-Harris
    • No out-of-county travel
    • Fire Safe Council meetings
    • Appreciation for Volunteer Fire Departments and others who responded to spot fires
    • NACO Public Lands Meetings – advocated for items of special interest to Trinity County
    • RCD Meetings – workforce needs were a key focus of recent meetings
    • Collaborative Recreation Meeting – campgrounds and boat ramps are priorities
    • TOT – Transient Occupancy Tax – shared her support for a future measure to increase this tax.
    • 4th of July Celebrations – appreciation offered to all those who work behind the scenes to make these celebrations such a big success (and an asset to Trinity County)
    • Balance – encourage gratitude to neighbors and friends and be patient with those who frustrate you.
  • District 5 | Dan Frasier
    • No out-of-county travel
    • NCUAQ Meeting coming soon.

1. County Administrative Office – Request Board of Supervisor direction to staff regarding the Lewiston/Mountain View Opt-Out Application received June 21st, 2024 Fiscal Impact Unknown
