This board meeting included three presentations: a proclamation recognizing April as Child Abuse Prevention Month, an update on the Wildfire County Coordinator Grant Program, and an update from U.S. Forest Service representatives. Updates were provided by our CAO and each member of the Board of Supervisors in attendance.
All items on the Consent Calendar were approved. Under County Matters, the board introduced and waived the reading of an ordinance establishing Code Section 8.23, prohibiting Industrial Hemp Cultivation. No Fiscal Impact. The board considered one item under Closed Session.

- Quality of Service Recognition
- Salmon Fishing – commission meetings and subsequent decisions.
- ProHousing Funding – our PIP application was submitted prior to the March 31st deadline.
- Grizzly Bears – Sheriff Saxon is supporting Trinity County’s opposition to the proposed reintroduction.
- Emergency Communications System – work began yesterday on the Oregon Mountain components of our ECS. We will learn more about the impact of these repairs as work continues and weather tests the system.
- Prop 64 Grant – a $1 million grant application was submitted last week by the Community Development Department

- District 1 | Ric Leutwyler
- Weaverville Forward – joined this group of experts who are collaborating to create a cohesive plan for water management in and around Weaverville.
- Child Abuse Prevention Council – participated in this meeting via Zoom.
- Sierra Nevada Conservancy – met with staff to discuss options for lodging, dining, and tours.
- Communications – met with Justin Caporusso (Trinity County Public Information Officer) to discuss ways in which the county could elevate the effectiveness of communications. CAO Tuthill is aware of my discussions.
- VIP Coordination & Communication – I would like to ask all Supervisors aware of/involved in the planning of VIP visits to share information with Justin Caporusso. He will take the lead in sharing information as appropriate to allow for maximum engagement while avoiding Brown Act concerns.
- CSAC New Supervisor Institute Advisory Group – I was in Sacramento two weeks ago for our first planning session. It’s clear that this program will be even more valuable in the future.
- Dream Makers Gala – joined Nora Mounce and Senator McGuire for the scholarship fundraiser.
- California Jobs First Sustainable Recreation & Tourism – joined the group to review progress and plans across the region.
- Sierra Day at the Capitol – accepted an invitation to join a small group of leaders who will meet with legislators on April 23rd in Sacramento. I will be meeting with representatives of our key stakeholder organizations prior to departing to ensure that I effectively represent our interests.
- Zoning Ordinance Community Meetings – meetings being held in Lewiston, Weaverville, and Trinity Center.
- District 2 | Jill Cox – absent

- Burnt Ranch Firewise Community Meeting – joined community members for the meeting which included a valuable panel discussion.
- Wesley Fink – Senator Schiff’s representative
- met for a tour of the Bowerman project, along with PUD representatives.
- Hospital – toured and discussed the costs and red tape associated with needed work.
- Average 11 minute wait time from entering the ER to being seen by medical professionals
- Schools – met with Superintendent of Schools to discuss the unique challenges (such as 1+ hour commutes for children).
- Willow Creek Museum – undergoing renovation. The new display (honoring tribes) will be open on May 2nd.
- District 5 | Julia Brownfield
- Hmong Community Utilities – spoke to Senator McGuires office regarding this matter.
- Senator Schiff’s Representative Wesley Fink – joined CAO Tuthill to discuss priorities.
- Zoning meetings
- Transportation – received a very positive letter regarding progress on the roads in District 5

- Skate Park – The Trinity State Park Collective offered appreciation for support for this initiative. Also heard from two children who spoke about how much this would mean to them.
The board approved all matters as presented on the Consent Calendar.
D.1. Auditor/Controller – Approve the establishment of a new Fiduciary/Trust fund – Fund 428/CUPA Surcharges. No fiscal impact.
D.2. Auditor/Controller – Approve the establishment of a new Fiduciary/Trust fund – Fund 459/Surveyor Trust. No fiscal impact.
D.3. Auditor/Controller – Approve the establishment of a new Special Revenue fund – Fund 162/ PLHA (Permanent Local Housing Allocation). No fiscal impact.
D.4. Board of Supervisors – Authorize the Chairman to sign a letter supporting therequest that Erik Hyde Anderson be granted an exemption from the Ambulance Driver’s License EMT Certification requirement. No fiscal impact.
D.5. Clerk of the Board – Approve regular meeting minutes for March 17, 2026. No fiscal impact.
D.6. Community Development – Planning – Appoint Lewiston Fire Cheif Chuck Cobly as Primary and Hayfork Fire Cheif Leroy Warshawer as Alternate representatives of the Fire Chiefs Association on the Subdivision Review Committee No fiscal impact.
D.7. County Administrative Office – Adopt a resolution designating the Trinity County Arts Council as the Local Arts Agency. No fiscal impact.
D.8. General Services – Approve a memorandum of understanding with Humboldt Skatepark Collective (HSC) to provide preliminary planning and concept-level design for a Skatepark in Weaverville, located within Lowden Park. No fiscal impact.
D.9. Health and Human Services- Admin – Approve amendment number 1 to the agreement with Wineglass J Vineyards/Jon Paladini, modifying certain provisions of the Lease, including the Commencement Date, responsibility for design and construction of interior tenant improvements, reimbursement procedures, and certain construction cost adjustments to provide the lease of real property located at 35 Arbuckle Court in Weaverville. No impact to the General Fund; additional $330,000 in one-time construction costs and up to $424,320 annually, from the Health and Human Services Agency Budget.
D.10. Health and Human Services – Behavioral Health Services – Adopt a resolution which authorizes the Health & Human Services Agency Director or designee to sign an agreement, and any and all subsequent amendments, with the State Department of Health Care Services (DHCS), establishing the requirements for administering the following programs: Behavioral Health Services Act (BHSA), the Lanterman-Petris-Short (LPS) Act, Projects for Assistance in Transition from Homelessness (PATH), the Community Mental Health Services Block Grant (MHBG), the Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUBG), and the Crisis Counseling Assistance and Training Program (CCP). No impact to the General Fund; approximately $2.6 million in revenue for the Mental Health and Substance Use Disorder Services budgets.
D.11. Health and Human Services – Behavioral Health Services – Approve an agreement with Douglas City Elementary School District to provide Behavioral Health Services Act Funding for the construction and use of a Student Services Room on their School Campus. No impact to the General Fund; $273,290 in MHSA and BHSA Capital Facilities and Technology Funding (CFTN).
D.12. Health and Human Services – Behavioral Health Services – Approve amendment number 1 to agreement with Willow Glen Care Center to increase the maximum cost and amend the exhibits and include rates for FY 26/27, for staffing and operation of Alpine House, a County-owned Adult Residential Facility. No impact to the General Fund; up to $613,200 from Behavioral Health funding.
D.13. Health and Human Services – Public Health – Approve amendment number 1 to the agreement with Karen Corona, LVN, increasing the maximum cost to $92,000 per fiscal year, changing the term to auto renew, and adding Attachment 1, to assist with managing the Jail Health Program, under the direction of the Doctor and Physician Assistants. No impact to the General Fund; up to $92,000 per FY from BH PATH JI Round 3.
D.14. Health and Human Services – Public Health – Approve amendment number 1 to the agreement with Monique Dickinson, LVN, increasing the maximum cost to $40,000 per fiscal year, changing the term to auto renew and adding Attachment 1 to assist with managing the Jail Health Program under the direction of the Doctor and Physician Assistants. No impact to the General Fund; up to $40,000 per FY from BH PATH JI Round 3.
D.15. Health and Human Services – Public Health – Approve amendment number 2 to the agreement with Matthew Butler, P.A., increasing the maximum cost to $90,000 per fiscal year for 25/26 & 26/27 and $100,000 per fiscal year starting in FY 27/28, updating Exhibit B, and adding Attachment 1, to retain the services of a medical provider at the Trinity County Detention Facility and Trinity County Juvenile Detention Facility. No impact to the General Fund; up to $90,000 per FY for 25/26 & 26/27 and $100,000 per FY starting in 27/28 from PATH JI funds.
D.16. Health and Human Services – Public Health – Approve amendment number 3 to the agreement with Donald Krouse, M.D., increasing the maximum cost to $27,000 per fiscal year, updating exhibits A and B, and adding Attachment 1, to provide supervision of medical professionals providing Jail Health services at the Trinity County Jail Facility and Trinity County Juvenile Detention Facility. No impact to the General Fund; $27,000 per FY from Health Realignment through the Jail Health budget.
D.17. Probation – Adopt a resolution that removes the following items from the Probation’s Capital Asset Inventory Listing: Asset ID 13555, Live Scan fingerprint machine. No fiscal impact.
D.18. Probation – Take the following actions regarding the replacement of two AC units at the Probation Department facility: 1. Ratify the Chief Probation Officer’s signature on the proposals; and 2. Approve an agreement with Mike’s Heating & Air, Inc. to provide the replacement of two AC units. No impact on the General Fund; up to $44,100 from the PATH 3 JI revenue.
D.19. Sheriff – Approve amendment number 4 to the agreement with Lauderdale Motors, increasing the max cost by $20,000 per fiscal year, to provide repairs to the Sheriff’s office vehicles and equipment on an as-needed basis. Up to an additional $20,000 per fiscal year from the Sheriff’s Office budget.
