These special meetings of the Planning Commission and Board of Supervisors focused on the public drafts of the Zoning Code and Zoning Map.
The commission and board met on May 19th and 20th for a combined 18+ hours, receiving presentations from staff and consultants regarding the zoning map and each section of the zoning code. Comprehensive public comment was also received after each presentation.
A. PRESENTATIONS
Presentations covered the Zoning Map, Permit Processing, Zoning Code Administration, Zoning Districts, General Development Standards, Specific Use Standards, Definitions, Next Steps, and more.
The board and commission agreed that more time is needed to prepare for the public hearing on this matter. The Planning Commission offered to meet as many times as needed to address outstanding issues and concerns. The board approved a $47,000 budget adjustment to accommodate an additional meeting planned before these two days of input.
CAO Tuthill estimated a six-month delay and an increase in expenses of approximately $50,000 to $ 75,000 to accommodate the direction provided during this meeting. He also presented the option of decoupling the General Plan and EIR so they can be completed this calendar year.
- Consultant input is that there are no significant implications from decoupling.
- The Zoning Code and Zoning Map would be completed by the new Board and Commission
- A new (smaller) EIR would be required to support the Zoning Code if decoupled.
- NOTE – the Zoning Map would be approved by the new Board and Commission regardless of decoupling, as the schedule for this continues into 2027.
Next Steps:
- The Planning Commission can and should move forward with the existing draft, leveraging organized presentation and consideration of public comments.
- The next version of the Zoning Code will be issued after the Planning Commission completes review sessions/workshops.
- Consultants will work with staff to produce a new schedule that supports a new Planning Commission-approved draft before a new Board and Commission is seated in January.
Board direction to staff – bring forward an agenda item for a June meeting that provides the board an opportunity to consider a more well-informed view of the proposed approach of decoupling the General Plan and EIR from the Zoning Code and Zoning Map. This will include an opportunity for staff and consultants to review the potential impact of known concerns related to General Plan Land Use Designations.
