Today’s board meeting included three Presentations – including the presentation of “Employee of the Year” to Josh Ford, a proclamation supporting HRN’s Domestic Violence Candlelight Walk, and the presentation of a county seal replica created by high school students.

All Consent Calendar items were approved as presented. The appeal hearing scheduled for this meeting was postponed. All other items under County Matters were approved as presented. There was one Closed Session item.

A. PRESENTATIONS

A.1. Human Resources – Recognize Trinity County Sheriff’s Office Investigations Sergeant Josh Ford as Trinity County Employee of the Year for 2023.

  • CAO | Trent Tuthill & Sheriff | Tim Saxon – presented the certificate and photo were taken with family and team members.

 

A.2. Clerk of the Board – Adopt a proclamation which supports Human Response Network’s Domestic Violence Candlelight Walk on October 18, 2024.

  • Jolene Jones | Victim Coordinator – shared information about the event and the reasons for it. 400 victims in Trinity County benefited from services and support during the last 12 months.

 

A.3. County Administrative Office – Receive a presentation from the County Administrative Officer acknowledging the County Seal created by Trinity High School students.

  • CAO | Trent Tuthill – presented the metal and wood (full color) version of our Trinity County Seal that was created by high school students. Three different classes were involved in this project. The seal will be hung behind the Dias in the boardroom.

 

B. PUBLIC COMMENT
  • Lisa Wright – requested letters of support for a conservation grant that will be focused on commercial cannabis sites. There are 20 sites in Trinity County that could benefit from the application of these funds. She anticipates $5 million coming into Trinity County through this initiative. Letters are needed by tomorrow so they can be submitted with the application on the 18th.
C. REPORTS/ANNOUNCEMENTS

C.1. Report from Department Heads

  • Sheriff | Tim Saxon – recruiting two deputies. Looking forward to adding a new boat made available with special funding.. Will plan to release one of the three boats they currently use.

C.2. Report from County Administrative Officer

  • CAO | Trent Tuthill
    • Trindell Board Meeting – This JPA brings 12 counties together for services. Research is underway to help counties limit costs and liabilities related to Jail Health operations. Representatives were invited to present to this board in the future.
    • Library – addressed questions about the part-time role we are recruiting to replace the full-time Librarian who will be leaving. Weaverville 18, Hayfork 9, Trinity Center 4. MOU will likely be signed later this week.’
    • Animal Shelter – working with this group on the MOU and plans for coordinating fund allocation and support.
    • Senator McGuire – will be in town tomorrow for meetings.
    • Recognition – Lisa in the Clerk/Recorders office was recognized by a handwritten note from a member of the public.

 

C.3. Reports from Members of the Board of Supervisors

  • District 1 | Ric Leutwyler
    • Economic Development Summit – facilitated a workforce development panel discussion at this summit.
    • Dental Program Tour – met with leaders who organized the event and toured the van used for full-service dental care. Promoted the event on social media in hopes of filling some of the vacant slots.
    • Lewiston Community BBQ – this was a great event to bring the community together. Many thanks to those who made this happen.
    • Community Plan Meetings – Lewiston Tuesday evening, Weaverville Wednesday evening. Trinity Center last week.
    • Friends of the Library – will be participating in a planning meeting tomorrow.
    • Siskiyou Economic Development – meeting on Friday to learn more about resources available here in Trinity County.
    • NACO – Internet & Telecommunications Meeting – meeting via Zoom on Wednesday
    • USDA Grant for Rural Community Development – Ryan Richardson is working with local leaders on a grant application in support of recreational-based economic development in and around Weaverville.
  • District 2 | Jill Cox
    • No out of county travel
  • District 3 | Liam Gogan
    • PATH meeting – The dental bus came to Weaverville last week.
    • Community Meeting – Post Mountain/Hmong community discussions regarding LAFCO-related matters.
    • Party in the Park – community event at Hayfork Park… focused on Measure M that would generate additional funding
    • Candidates Night in Hayfork – included applicants for the PUD Board
    • North Coast Resource Partnership Meeting will be held later this week.
  • District 4 | Heidi Carpenter-Harris
    • NCRP Illegal Cannabis Environmental Clean Up Ad Hoc – work continues. Updates will be presented during the meeting on Friday.
    • Trinity County Collaborative Tour – participated in this highly attended and informative event.
    • Tribal Health – participated in an event focused on this important subject.
    • Public Lands / RAC – actively participating.
    • LAFCO – meeting later today.
    • Junction City Community Meeting – attended the workshop. Noted concerns regarding how proposed zoning will impact commercial cannabis moving forward.
    • No out-of-county travel
  • District 5 | Dan Frasier
    • No out-of-county travel
    • Post Mountain Community Plan Workshop – well attended (estimates over 50) and positive feedback.
    • Behavioral Health Advisory Meeting tomorrow.

 

C.4. Reports from Ad Hocs

1. Tribal Relations (Heidi Carpenter-Harris)

  • Still planning on presentations from Tribal representatives during our 12.17 board meeting.

2. Tourism Partners Funding (Jill Cox, Liam Gogan)

  • A strong panel of professionals in economic development will review applications using a rubric established for rating and ranking.

  • The board approved all items as presented.

 

E. COUNTY MATTERS

E.1. County Administrative Office – Adopt a resolution establishing Weaverville, North Carolina as a Sister City to Weaverville, California. No fiscal impact.

  • CAO | Tuthill – Weaverville, NC is a small mountain community that was hit very hard by Hurricane Helene. The Mayor responded very quickly to outreach and was very positive about the possibility of establishing a “Sister City” relationship.
  • The board approved this matter as presented.

 

E.2. Community Development – Cannabis – Conduct an appeal hearing to uphold, modify, or overturn the Planning Commission’s decision to approve a conditional use permit for cannabis distribution located at 50 Nugget Lane Unit #C, Weaverville, APN: 024-500-050-000. (Applicant: Melissa Wight & Stephen Sutton (Main Street Distribution LLC); Appellant: Timbre Beck) (Cannabis Planning File CDL-24-01) Unknown fiscal impact.

  • This matter was postponed

 

E.3. County Administrative Office – Introduce and waive the reading of an ordinance amending various sections of Trinity County Code Title 17 to establish the Lewiston/Mountain View Cannabis Opt-Out area. Unknown fiscal impact.

  • CAO | Trent Tuthill – This has been through the board, planning commission, and is now back before the board for the final review of this matter. Cannabis Division staff has been very minimal. This community is the only one (of three who qualified to submit an opt-out request under the recently approved process) that put forward an application/petition. The planning commission vote was 3 to 1 with one abstention. The application met all the criteria established for this process.
  • Public Comment
    • Community member spoke in support of the opt-out application. He pointed out that this community has only one road in and out.
    • Shared concerns regarding the “carve out” approach being used to make this happen.  Shared concerns that this doesn’t preclude illegal (unregulated) cannabis. Shared concerns that this approach is not in line with our EIR and standard CEQA practices.
    • Community member spoke in support of the opt-out application. Encourages decision makers to visit the sites they are making decisions about.
  • Board Discussion
    • Clarified that this approach was taken to address the fact that we are currently operating with a General Plan that is silent on the matter of commercial cannabis cultivation. The process for applying was previously approved by the board. Only one of the three communities eligible to apply did so by the established deadline.
    • The board approved this matter as presented.
