This special meeting of the board of supervisors was limited to a closed session discussion regarding the CAO position.

Public Comment
  • Formal objection shared regarding entering into Closed Session based on the content of the agenda. Noted that there has not been an Open Session item regarding the CAO Appointment. Believes that matters of this nature should be handled in an open session.
  • Ethical and moral concerns were shared. Believes that people are being hired based on “agendas” vs based on qualifications for the role. Feels that this decision is one of the most important for the county and that the public should have visibility and input. Requested more transparency.
  • Concerns shared regarding Brown Act requirements and their application to these Closed Sessions. Urged the board to ensure Brown Act requirements are being followed, provide an opportunity for public input, and adhere to reporting requirements.
  • Questions were raised as to why the CAO appointment process is not being held in public. Shared concerns that the minimum requirements have been reduced in this process.
  • Recommendation to address the concerns raised by previous public comments. Shared concern about how public input is being addressed. Called for greater transparency and more respect for public input.
  • Shared concern about a crisis of trust in government across the country. Concern that standards are being lowered for staff positions. Feels that there is a lack of trust in Trinity County, and that handling the CAO appointment in Closed Session is not helping.
Board Discussion
  • Supervisor Brownfield acknowledged the public’s concerns and suggested that the board consider how best to move forward.
  • Chair Carpenter-Harris shared that in-depth discussions with County Counsel indicate that the board is handling this legally and appropriately.
