This special meeting of the board of supervisors was limited to Closed Session discussions regarding the CAO position.
A. PUBLIC COMMENT
- Staffing Shortages – shared concerns regarding staffing challenges. Plans to share a framework to support staff, improve culture, and reduce turnover.
- Process Concern – shared concerns about the process used when considering the Hemp ordinance. Listed specific concerns. Believes that appropriate findings were not presented and that the matter should have gone through the Planning Commission. Noted that she has provided information to staff in writing.
- CAO Selection Process – shared concern about the use of Closed Session for this process. Believes that the agenda is not referencing the appropriate legal references to support these matters.
- Supervisor Code of Conduct & Ethics Policy – stated that he suggested this last year. Feels that we need this now.
- Transparency – shared that she believes there should be more transparency regarding this CAO selection process.

Public Comment
- Brown Act Compliance – additional comments regarding concern with the process used to place CAO Recruitment on the agenda, and of the handling of this recruiting/selection process in Closed Session. Also noted concerns regarding the timing of “report outs” from prior Closed Sessions.
